The video said most hydrolysis requires 3 units of energy in to get one unit of hydrogen energy out, but that that guy claimed to reverse things - 3 units of hydrogen energy out for every unit of energy that went in.

Aside from the fact that violates the laws of thermodynamics, you gotta wonder why the guy didn't set up his own power company. If he could produce clean, incredibly cheap energy, why did he spend 16 years chasing after respectability?
