Not that he intends to keep any of those promises... but why doesn't anybody call him out on these things?

Hell, he doesn't have to spend that much on me.  
I'll just take a couple cases of ammo and a couple old fighter prop planes.  Having an old P-51 would be sweet!!

Shucks, he wouldn't even have to arm us.  We have our own weapons, although we're down somewhat from our previous store of 2000 rounds.

I think that was from a speech where he was talking about re-invigorating the Peace Corps - using development experts and diplomacy as another tool to help maintain good relations and keep the peace.

I don't think the 'just as well funded' part means a dollar for dollar match.

Yes, that provides more info (I don't think it is a transcript of the clip, but it is on the same topic. He was talking about a wide range of civilian positions that support national defense.
