What is a billion?

In America 1 billion is 10⁹ = 1'000'000'000
Elsewhere 1 billion is 10¹² = 1'000'000'000'000

Your text must come from a politician, they are not very adept in arithmetic.

With my old-fashioned arithmetic 1 billion seconds ago it was 1976, not 1959.
1 billion minutes ago Jesus would have been 106 years old.
1 billion days (2.7 million years) ago dinosaurs no longer walked on two feet, they had their heydays 200 million years earlier.

Conclusion: Talking about big numbers is a matter of luck.
