Is there really a surgical procedure that is 60% effective?? And what are the risks??

O2 is cheap, effective for many of us, and has low risk of side effects. For the time being, I'd rather no have a surgeon experimenting with my brain.

But if goes through, I would certainly like to hear about the experience.
