Well, intention wasn't to excite - the intent was to get him - er - the 'help' he needed for the 5150 status.   :D  the jacket is only to subdue one until they're locked up in the looney bin and the key is thrown away, right!   ;D  

I grew up by a place called Agnews Insane Asylum (now used as a 'development center') where they used to take people like that... always used to tease my little sister we were going to leave her there driving down the freeway.  haha
