WEST ALLIS - Witnesses tell Newsradio 620 WTMJ and TODAY'S TMJ4 of a mob of young people attacking innocent fair-goers at the end of the opening night of State Fair, with some callers claiming a racially-charged scene.

Milwaukee Police confirmed there were assaults outside the fair.

Witnesses' accounts claim everything from dozens to hundreds of young black people beating white people as they left State Fair Thursday night.

Authorities have not given official estimates of the number of people involved in the attacks.

"It looked like they were just going after white guys, white people," said Norb Roffers of Wind Lake in an interview with Newsradio 620 WTMJ.  He left the State Fair Entrance near the corner of South 84th Street and West Schlinger Avenue in West Allis.

"They were attacking everybody for no reason whatsoever."

"It was 100% racial," claimed Eric, an Iraq war veteran from St. Francis who says young people beat on his car.

"I had a black couple on my right side, and these black kids were running in between all the cars, and they were pounding on my doors and trying to open up doors on my car, and they didn't do one thing to this black couple that was in this car next to us.  They just kept walking right past their car.  They were looking in everybody's windshield as they were running by, seeing who was white and who was black.  Guarantee it."

Eric, a war veteran, said that the scene he saw Thursday outside State Fair compares to what he saw in combat.

"That rated right up there with it.  When I saw the amount of kids coming down the road, all I kept thinking was, 'There's not enough cops to handle this.'  There's no way.  It would have taken the National Guard to control the number of kids that were coming off the road.  They were knocking people off their motorcycles."

Another witness, who asked to remain anonymous, said, "it was like a scene you needed the National Guard to control."

"To me, it looked like a scene out of a movie," claimed the anonymous witness.

Roffers claimed that as he left the state fair with his wife, crowds near that entrance were large, and someone in that crowd attacked him.

"As we got closer to the street, we looked up the road, and we saw a quite a bit of commotion going on and there was a guy laying in the road, and nobody was even laying there.  He wasn't even moving.  Finally a car pulled up.  They stopped right next to the guy, and it looked like someone was going to help him.  We were kind of stuck, because we couldn't cross.  Traffic was going through.  Young black men running around, beating on people, and we were like 'Let's get the heck out of here.'  The light turned, and I got attacked from behind.  I just got hit in the back of the head real hard.  I'm like, 'What the heck is going on here?'  I heard my bell ring."

Quiet night Friday follows unprecedented State Fair melees

The trouble Thursday began around 7 p.m. when fights erupted among black youths in the Midway area and spread into neighboring streets around the 11 p.m. closing time. In the later attacks, the youths targeted white people.

Police from three jurisdictions - West Allis, Milwaukee and Wisconsin State Fair - spent Friday trying to piece together what happened. But they could not say what started the situation.

Witnesses, though, told the Journal Sentinel that the attacks appeared to be unprovoked and racially motivated.

"You could just tell they were after white people. That was the main thing. If you were white, they were coming after you," said Jon Stikl of Oak Creek.

He said he was stuck in traffic as a group of young people blocked cars near the fair gate on S. 84th St. near I-94 after he picked up family members attending the fair.

"We noticed a group of five to 10 young black males run up and jump a young white male for no other reason then him being white," Stikl said.

They knocked him to the ground, and then a group of 15 black men kicked and stomped on him, Stikl said.

"My wife's brother jumped out of the car - his natural reaction was to try to break it up. Before you knew it, five or 10 guys were on him and started punching at him. My wife was able to pull him back in the car. So now they surrounded my car and just started punching through the windows, kicking and shaking the car, screaming racial things."

He said there should have been more police presence, given that disturbances were reported inside the fairgrounds shortly after 7 p.m. Thursday.

"I was disgusted by the lack of security. It's a black eye on the State Fair" and police, he said.

Andrew J. Coleman, a recent University of Wisconsin-Milwaukee graduate, said he and a friend were attacked about 10:30 p.m. after they left the fair through the gate off S. 84th near the Pettit National Ice Center.

"I just heard footsteps behind me and I turned around and I got hit in the face. There were six or seven just beating on me," said Coleman, who has a sore jaw from the punches.

His friend was stomped on and his sneakers stolen, said Coleman, of Milwaukee.

A concession worker who works near the midway area told the Journal Sentinel that earlier Thursday night, large groups of African-American youths ran through the midway, knocking over young children and adults, disrupting midway amusement rides and tearing signs up. The midway is east of the Pettit National Ice Center and adjacent to the Hank Aaron State Trail.

Because of the violence, Rick Frenette, CEO of the fair, announced that the fair would immediately implement a policy in which no youths under 18 years of age would be allowed onto the grounds after 5 p.m. without a parent or guardian at least 21 years old.

Frenette, a veteran of 40 years in fair management, said he had never implemented such a policy before.

Walker made the decision to provide extra State Patrol help after reviewing the incidents, said his spokesmen, Cullen Werwie.

Unprecedented violence on the opening night of the Wisconsin State Fair by rampaging youths prompted extraordinary measures Friday: The head of the fair implemented new rules to keep unattended teens off the grounds at night, and Gov. Scott Walker ordered the State Patrol to help keep order.

Milwaukee Mayor Tom Barrett and Police Chief Ed Flynn, meanwhile, promised Friday to beef up policing at this weekend's major public events around the city to limit any chance of the State Fair events being repeated.

The violence left workers and patrons of the fair in West Allis shaken and reminded many of the mob-like disturbances that occurred over the Fourth of July weekend in Milwaukee.

The trouble at the fair started around 7 p.m. Thursday in the midway area, where amusement rides are located, when fights broke out among black youths, said Tom Struebing, chief of the State Fair Police. Those fights did not appear to be racially motivated.

Then around the closing time of 11 p.m., witnesses told the Journal Sentinel, dozens to hundreds of black youths attacked white people as they left the fair, punching and kicking people and shaking and pounding on their vehicles.

At least 31 people were arrested - many for disorderly conduct - in connection with the incidents on the fairgrounds and on the streets outside. At least 11 people, seven of them police officers, were injured, officials said. Twenty-four people were arrested within the fairgrounds by State Fair Police. West Allis police arrested seven people, five of them juveniles, outside the fairgrounds.

Struebing said two injured officers were hospitalized; one was hit in the face with an improvised weapon, the other suffered a concussion.

STATEMENT: State Rep. Zepnick calls for hate crimes investigation
4:21 p.m. CDT, August 5, 2011

Today, State Rep. Josh Zepnick (D), who represents Milwaukee’s south side, called on Milwaukee County District Attorney John Chisholm and other public safety officials to carefully examine the option of issuing hate crime charges against the perpetrators of yesterday’s violence at State Fair and similar incidents in Riverwest on the 4th of July.

“If the Riverwest and State Fair incidents prove to have been motivated by race, there should be serious consequences to those offenders,” said Zepnick. “Their crimes should be treated as hate crimes.”

In a July 7 letter to Milwaukee County District Attorney John Chisholm, Zepnick urged a thorough and immediate investigation of the July 4th Riverwest attacks. Below is an excerpt:

“Should a fair and factual investigation determine that people were either targeted for their race, or ethnicity was an aggravating factor, these charges would not only fit the seriousness of these crimes, it would send a strong signal to the rest of Milwaukee that no matter what the color of your skin, sexual orientation, religious beliefs, etc. – our community will not tolerate for one second this kind of disgusting, immoral and harmful behavior.”

In response to the incidents in neighborhoods surrounding the Fair Park on Thursday evening, August 4,
Wisconsin State Fair management will implement a new Youth Parental Guardian Admission Policy.

Immediately, the Youth Parental Guardian Admission Policy will go into effect. At 5pm today,
Friday, August 5, 2011, the following policy will go into effect at all Fair admission gates.

Wisconsin State Fair Youth Admission Policy
Effective Friday, August 5, 2011

1.  All youth under the age of eighteen (18) years of age are required to be accompanied by a parent or legal guardian (age 21+) to be admitted to the Wisconsin State Fair after 5:00pm.
2.  Anyone age 18 years or over may be asked to show a valid driver's license or state identification card for proof of age in order to be admitted to the Wisconsin State Fair without a parent or guardian after 5:00pm.
3.  Any young adult under 18 without a valid driver's license or state identification card and not accompanied by a parent or guardian will not be admitted after 5:00pm.
4.  Exceptions and challenges to this policy will be satisfied at the discretion of Fair Management.

Personally, after what happened on Thursday, I think the policy should be enforced for
ALL hours of the fair, not just after 5pm.
I also think it would be a great idea to have said policy in effect at ANY public event.

After its 160 year run, supposedly the oldest in the nation (1849), the Michigan State Fair is no more.  Budget cuts. 


The smaller upstate county fairs are still a nice local event with kids.  Entertainment stars cap the nights, and the demolition derby.  :)

Police: no hate crimes at State Fair

WEST ALLIS - West Allis police have released new information on the incident at the Wisconsin State Fair on opening night during which large groups of people caused widespread violence.

The police department issued a statement with details of arrests, saying "None of these incidents possessed elements that would compel the pursuance of a 'hate crime' prosecution."

Witnesses reported attacks on the opening night of the fair that seemed to be racially motivated with young African Americans beating up white fair goers, but police say at this point there is not enough evidence to support such claims.

The report lists only a handfull of arrests but there were more than two dozen so the investigation is ongoing.

The State Fair has since stepped up security with the help of local and state authorities and officials have promised there will not be a repeat of the incident.

"Hate crime is the violence of intolerance and bigotry, intended to hurt and intimidate someone because of their race, ethnicity, national origin, religious, sexual orientation, or disability.
The purveyors of hate use explosives, arson, weapons, vandalism, physical violence, and verbal threats of violence to instill fear in their victims, leaving them vulnerable to more attacks and feeling alienated, helpless, suspicious and fearful. Others may become frustrated and angry if they believe the local government and other groups in the community will not protect them. When perpetrators of hate are not prosecuted as criminals and their acts not publicly condemned, their crimes can weaken even those communities with the healthiest race relations."

"Of all crimes, hate crimes are most likely to create or exacerbate tensions, which can trigger larger community-wide racial conflict, civil disturbances, and even riots. Hate crimes put cities and towns at-risk of serious social and economic consequences.
The immediate costs of racial conflicts and civil disturbances are police, fire, and medical personnel overtime, injury or death, business and residential property loss, and damage to vehicles and equipment. Long-term recovery is hindered by a decline in property values, which results in lower tax revenues, scarcity of funds for rebuilding, and increased insurance rates.
Businesses and residents abandon these neighborhoods, leaving empty buildings to attract crime, and the quality of schools decline due to the loss of tax revenue. A municipality may have no choice but to cut services or raise taxes or leave the area in its post-riot condition until market forces of supply and demand rebuild the area."

Milwaukee youth held in State Fair crime spree

West Allis police have detained a 16-year-old Milwaukee youth who admitted taking part in the mayhem on the opening night of the Wisconsin State Fair, and the youth could face a hate-crime penalty.

The teen, who is black, told police he and other African-American juveniles beat up white people because they were "easy targets," according to West Allis police. He also said he "was going along with the crowd" in the robberies that happened after the midway closed last Thursday.

He admitted to police that he walked on the hood, roof and trunk of a vehicle stopped in traffic outside State Fair.

The youth, whose name was not released, was booked on charges of robbery and attempted robbery with use of force and was taken to the Milwaukee County Children's Court Center. Both charges carry a hate-crime penalty enhancer because the victims were chosen based on their race. The teen did not have a state juvenile arrest record and had no prior contacts with West Allis police.

West Allis police are continuing to investigate the violence that started in the midway on the evening of Aug. 4 when fights broke out among black youths. Those fights did not appear to be racially motivated. Around the fair's 11 p.m. closing time, dozens to hundreds of black youths attacked white fairgoers as they left the grounds.

Police already have made several arrests and are continuing to search for suspects.

This is not at all new. It's different though. Not too long ago, finding out that this kind of thing was going on, was learned after the fact mostly. It took too much time to recruit fellow anti-social types.

While this appeals to the worst of human nature, it also appeals cable news. It satisfies  the goal of getting a lot of eyes on them.

WEST ALLIS - A night of family fun at the Wisconsin State Fair turned scary for one mother.
Her 4-year-old daughter got caught in the middle of a teen mob.

The mob attack started inside the fair grounds and spilled into the nearby streets as gates closed.
In all police arrested 31 people.

But this mother had no idea, her family would be part of it all. "I was just completely caught off guard."
She took her girls out for a night of fun with friends at the state fair but Michelle could never imagine how it ended.
She asked we not use her last name to protect her identity.

"We were just sitting there talking and i heard a couple of kids running behind me. I really wasn't paying attention.
All of a sudden there was just a big stampede," she said.

Witnesses say a mob of teens was chasing after a man working at the fair, plowing over anything in its path.
Michelle's 4-year-old daughter Elora was caught in the middle -- knocked out of her stroller, to the ground.

Elora's knee and chin are scraped up but she is OK. Someone with a first aid station on site checked her out Thursday after the rush.
Her mom says it could have been much worse -- she had no idea it was the start a very violent night.

"I'm glad I didn't know everything else that happened that night," Michelle said. "I was just in disbelief.
I had no idea, you know that we would have to worry about something like that."

Man and wife seriously injured at State Fair

WEST ALLIS - Authorities say several fair goers were physically assaulted during the mob-like violence that took place Thursday evening around the Wisconsin State Fair. At least two people had to be taken to the hospital with serious injuries.

"I was waiting at the stop light at 84th street waiting to get on the freeway," explains Jeff Main who attended the fair with his wife.
"My wife's window was down and we were at a stop and suddenly people started crossing in front of the car and climbing on the car."

Main says hundreds of people began running through the streets and starting fights.
One person punched his wife in the face through the open car window.

"Out of nowhere someone punched her so hard that she got a cut above her eye and she fractured her eye socket in four spots."
Main got out of the car and he was also attacked.  He needed stitches on his forehead and his wife will need surgery.

Police have several reports of assaults amid the chaos.  They ask any other victims to come forward.

Happening on the first night of the fair affects this years gross receipts, which have a lot at stake yet. 

Our state fairgrounds within Detroit city limits was closed in a by-the-by farewell, there have been - difficulties, and with the right hands greased, lost over $350,000 its last year.  Whenever mentioned, the word for it is budget cuts.

The fabric of the social safety net is rapidly becoming strained by the load of those that live out their lives within it. More people are finding themselves occupants within the net and as the load increases the fabric reaches its elastic limit.

Additional monetary redistribution and abused assistance programs has not proven to lighten the load but seems to have had the opposite effect.

Generations who have occupied the net are acting out violently...fueled by the politics of envy, ignited by a weak, agenda driven court system and fanned by a myopic media with its own interpretation of truth.

The rule of Law is what separates a civil society from anarchy and chaos.  Sadly, what I see is the latter.

I can't offer any answers except one. Defend yourself within the limits of the Law.

There are no victims...only volunteers.

Fewer than 220,000 [2009: 217,000] people passed through last year. At its peak in 1966, the fair drew 1 million.

The governor intends to cut off support for the 160-year-old state fair, which is meant to be self-sustaining but has run deficits ranging from $50,000 to $1.3 million in recent years.

Attendance for the fair has been down the past few years. In 2008, 225,000 people attended the fair, down from 233,000 in 2007.

Attendance has dropped 39 percent since 2000 and corporate support also has declined.

The one thing I have noticed is the prices have steadily gone up, up and up.

The real reasons why people do not attend the State Fair: 1. Suburbanite fear of the City; 2. Save for the animal displays, there's nothing different about the State Fair from other local fairs; 3. Much of the live entertainment that once made the fair unique no longer draws the crowds. the price of admission plus paying for parking no longer is a justification.

Maybe the lack of national media coverage will stop repeats of this event at other State Fairs across the country (copy cats). Hopefully so...

For those of us who "lived" thru the Civil Rights movement - they were mild in comparrison to what's going on with these "hate" crimes today. They at least had a "goal" and a purpose. This is just madness...

Steve is right -- the elastic is being stretched to the breaking point. The bad part is once the elastic is stretched it won't go back to where it once was...

Now I live in a rural community and still we have so much theivery it's unreal. I have three BIG dogs that are very tame with the children and VERY protective with the family, but strangers honk when they come to the house until someone comes out and tells the dogs it's alright for them to get out of their vehicle (I also write the dogs off income tax as "security"). If they go crazy at night a loaded gun appears on the deck with a human behind it - I don't like this, but it's a way of life these days...

I don't know the answer either, but I don't see things getting better until something real bad happens to wake people up to the fact that something has to be done to wake this nation up and this has got to stop....

It is a shame this happened. 

It is a shame that if the roles were reversed and this was White on Black crime, it would spark racial tensions in every major USA city.   

It is a shame that this did not get publicity on The O'Reilley Factor.

It is a shame our society has become complacent sitting quietly on the sidelines to in fear of not being politically correct at the expense of what WAS a White America.

It is an America of all composition of citizens, unbelonging to any race.  The shame is in mobs beating innocent people, punching women, hurting children, attacking police.  In any context it's unacceptable and requires an obligation for prevention by the constrains of justice do to being painful to others.

A side-blinded notion of venting toward others because they are considered not of-our-own or one-of-us is another wrong in any scenario.  Juveniles in groups spontaneously getting caught up and acting irresponsibly in an off-track way does not speak for what has been learned better by most when together.

Then, by an "Act of Nature" the Indiana State Fair had a major tragedy and the people there jumped in to HELP save lives (and did a good job).

So there is still good in the world.

Wisconsin State Fair attendance breaks record, tops 900,000

The Wisconsin State Fair broke attendance records this year, with more than 900,000 people visiting, according to a statement released Monday.

The fair saw 911,231 visitors during its 11-day run, a 4% increase over the fair's 2010 attendance.

The mob beatings of some fairgoers shook the event on its first night, but the melee did not affect attendance overall, according to fair officials.

"It was a tremendous Fair despite the tough start," said Rick Frenette, Wisconsin State Fair Park's CEO. "We are appreciative of the collaboration and efforts of the State Patrol, West Allis Police Department, and Milwaukee Police Department to assure our Fairgoers that the Fair is a safe, fun experience for our guests."

The fair also saw a 5.6% increase in revenue and more than 3,000 exhibitors, according to the statement. This was the first year fair attendance broke the 900,000 mark.

We were there the day this happened and had a great time.  We left before the madness began.
