Is this a hair clip or what?

I know it's vintage, but I'm not sure what these were called?  Hair clips?  Hair holders?  Are they used for something else?  I've had it for 2 years and still trying to figure it out. Undecided

Can anyone help me?  Thanks!

Don't know, but it looks like it's got lead and mercury out the wazoo.

Not that those ubiquitous substances from my childhood did me any harm.   Smiley

looks like a fancy barret to me.  Not sure if I spelt that right sorry.  Sure is cute.  Bet it is heavy to wear.
