What's funny is how these ratings were developed.  The votes that they used for ranking were not primarily about headaches - they may have had a sprinkling for headache research tacked on as a sweetener, but it was always something else that drew the no vote.  If there was an up or down vote on just headache funding, that would actually mean something.

Here are the 4 amendments used to rank people (2 were House, 2 were Senate):

Cochran Amdt. No. 1010; To protect the health and safety of the public.   Primary purpose was to limit imports of pharmaceuticals under health and safety concerns, thus preserving the existing distribution chain and high costs/high profits.  Obviously Democrats are going to vote against that, because they think that people should be able to buy prescriptions from Canada and Europe.

Barton ammendment No. 666.  Primary purpose was to limit research funds for silicosis (black lung).  Democrats didn't want to limit silicosis research, Republicans did.

Price amendment No. 17 Primarily sought to reduce funding for BRAC (Military Base Reduction and Closing Commission) by $50 million. So if a Congressman wants to fund a transition when bases were closed in their district, they are against headache research?

DeMint Amdt. No. 1197: Primary purpose to require health care coverage for holders of Z nonimmigrant visas.   A Z visa is for non-immigrant victims of crime who are granted permission to be in the US for the duration of a trial so they can testify against a criminal.  Do such witnesses need to be required to buy health insurance? I really have no idea, but why did the Republicans tie headache research to this amendment that was bound to fail??
