We've gotta have a civilian national security force that's just as powerful, just as strong, just as well funded."

There he goes again... so, taking him at his word, if he funded it "just as well" as the military he can't rely on, he is talking about (according to 2007 budget numbers) another Multimedia File Viewing and Clickable Links are available for Registered Members only!! You need to

Not that he intends to keep any of those promises... but why doesn't anybody call him out on these things?

I don't think the 'just as well funded' part means a dollar for dollar match.

Yes, that provides more info (I don't think it is a transcript of the clip, but it is on the same topic. He was talking about a wide range of civilian positions that support national defense.
