Charlie,

To do the following you must be signed in.

Look for the tabs across top of the page [Home, Help, Search, etc..].
Go to: User CP, Profile, Options,
Personalized Picture section, make sure it says (no pic), put a check mark in the box, then insert your icon web address/URL [http://www.netsync.net/users/charlies/gifs/smiledance.gif] in the area shown in my example [box to the right of check mark].
Remember to click "Save Changes" located at bottom of screen.
