I have had Maxalt MLT prescriptions filled for the last few years in different quantities - I am in CA. I know the MLT come originally in boxes of 12 - 4 blue plastic boxes of 3 packages. The pharmacists here will pull out a box or two and slap a pharmacy sticker on one, two - however many the prescription is for. I would think that this would serve for whatever state! This is how they get them - in bulk and distribute them to the user in less quantity.
I did a quick search for NYC pharmacy laws and came up with this link that might be of use - I would call... I would find out the law and if they were in the wrong demand my money back!

I had a pharmacy fill a prescription dosage 1/2 wrong once and they filled my next prescription for free... I should have reported them. Had I been a heart patient I might have been dead.

Glad Maxalt works well for ya - Careful tho if you're taking it daily during cycles - I had rebound headaches from it. Was told by my new neuro that Sumatriptan is the only triptan that doesn't really cause rebounds As much as well as not causing tachyphylaxis... not sure of the extent of the truth of this - just sharing my experience.
