What do you have in mind for a site? There are some pretty darn cheap/easy programs out there if you are just looking for the basics.

I actually found a nice webpage builder called WebDwarf and FTP'd it and it worked out great. It'll probably take me some time to figure out adding pages and such, but so far so good!
