I work in the great state of FLorida and I am outside when I do work.  Is it safe to try the d3 regimen, particularly the 10000 of vit d?

There are others more qualified to answer your question, and I'm sure they will will be happy to chime in, but I will offer my 2 cents based on what I have learned mainly from this site.
It would be nice to know your 25(OH)D levels prior to supplementing, but it is unlikely any adverse effects would take place due to  supplementing with 10,000 IU daily. Many utilize the D3 regimin in an effort to keep the beast at bay, but there are others who take it for other benefits.. there is an "acceptable range" of 25(OH)D levels between 30 and 90. there is quite a bit of info. on the D3 regimen "Batch" is an expert in this area and has helped many people administer flawlessly. you can look up more about the regimen by using the google bar and typing in D3 regimen
