Welcome to the board but sorry to have you here. I've lived with the beast for 50+ years, have tried to stay away from the meds (what i tried never worked), been episodic then chronic and again (thankfully) episodic. I'm not sure I understand your O2 therapy, 40% @ 8 LPM. Is this an oxygen generator delivering 40% O2? If so, it aint 'nuff. You need 100% pure O2, non-rebreathing mask at 8 to 10 LPM for 10 to 20 minutes. You can only get that from a tank. $400.00 a month sounds outa sight. That would almost cover a 2 tank setup with mask and regulator. Refills for the tanks are around $20.00.
Trying to lead a normal life while coping with CH isn't easy. You're fortunate to have a doc thet understands just how debillitating the damned things can be. That is important.
TIA; 5 1/2 years ago I was in an intensely stressful situation, my 3 year old grandson was mauled by the family dog. The next day, both hands were so numb I couldn't button my shirt. Most of the numbness is gone now except for the tips of the digits on my left hand. CH connction? Dunno. I've had many CHs since and have not had that repeat.
