Here's how you get there. Click the START button,select Control Panel, select Display, click on the tab for settings, click on the Advanced button, click on the Refresh Rate Button. As was mentioned in another post, if you choose refresh rates that are not compatable with your monitor, it could damage the monitor. So, make sure the little round "radio button" is selected that says "Show compatable refresh rates" After you change your refresh rate, you may have to do some adjusting to the size or position of the picture.
