EXACTLY ! it's a politically correct hookah (waterpipe, for the woodstock set)
only instead of the little brass plumbing fixture with the faucet screen in it, you substitute the feed line from the o2 tank

you're "hydrating", the oxygen, not oxygenating the water
water is water - you can compress gaseous 02 into it, like the co2 in soda water, and all you have is bubbles of o2 in the water - but that puts the excess 02 molecules in your stomach, which doesn't have a gas exchange treaty with your bloodstream, and ain't gonna get it to your head, sorry
- BUT if we had gills it would be a very effective treatment - maybe THAT's the focus we need
