First, i'm hardly an expert, but here goes--
I have both icq and pIRCh. Not sure about mIRC, but pIRCh uses DCC as it's 'real time' format. Like ICQ, DCC requires the other chatter to have it installed. I'm also not sure that I can add a mIRC user to my 'buddy list'.
ICQ isn't an IRC. It's a combo of aol-like instant messanger and buddy list features, with added capabilities such as email notification (for your other email servers), email, file transfer and so on.
If you'd like to re-try ICQ, email me with a more complete description of the probs you had trying to use it and I'll try to help.
