My husband has been using those gel packs for years to combat his CH with good success. He starts with it wrapped in a tea-towel on the back of his neck, it helps to keep him calm as well. Then, as his skin gets used to the cold, he will take the towel off and lay it right on the pain. The nice thing about those packs is you can mold them to the shape of your face. Frozen peas work just as well but don't usually stay as cold for as long as the gel packs.
I keep 3 on the go at all times and it's rare that I've seen him need all 3 in one attack. He can usually bring it back down to a humane level with two at the most.
