Of course you don't have to ACTUALLY build a CH-weapon as long as you have two opponents who each BELIEVE that the other MIGHT build it first.
Nitroglycerine (sp) is a well-known method for setting off a CH attack. Maybe this link should be sent to the Nobel foundation?
