It is odd, but I received this question in a listserv that is part of my other life (I am a political researcher, I used to think that is where the headaches came from :).
It is definately a hoax. The first way to tell is that House Bill numbers begin with the prefix H.B.; Senate Bill numbers begin with the prefix S.B.
This same hoax is also currently going through Canada too.
