From my knowlegde of God, he does not Inflict upon people, rather - He allows the devil to do what he will (maybe as a test). I believe the ones doing the bidding would either be Asmodeus - the god of pain and suffering or Michlantektele - the god of death, or maybe Distherme - the god of fear.
A christian, loving God would not get off on inflicting torture on his creation. Rather, his loving creation gets off on inlicting torture on each other.
