3 questions:
-is your PC connected to the WEB via a LAN? if yes, ask to the administrator if exist a firewall and which kind of proxy you have.
-Have you installed the latest version? (ICQ99a)
If yes during the install ICQ ask you if you want the icon on desktop.
-have you another functioning previous version of ICQ? If yes, install in the same directory (you'll have a bit of space occupied by trash, but it will function better)

Anyway you can try to re-install, take the maximun attention when it prompt you for the destination directory, then, after install, go to
X:\xxxxx\xxxxx...\ICQ directory, and you'll find the ICQ icon.
