after 30 years of CH my impression is we probably have no control over when the clusters occur -
don't think we can stop, or make 'em happen
wouldn't worry about a negative effect from having the lights when you're not in clusters
BUT
there is a heck of a lot more to learn before we are anywhere NEAR knowing if they will help clusters
they DO help SAD
so why not ?
