yes it is BUT
that is not all it does
and one of the effects of high O2 content in the blood is to kick in OTHER responses as well

one of them is to boost the hypothalamic activity involving melatonin-seratonin generation and thus stimulate exactly the same receptor areas that that most of the current research is indicating in rethinking CH as a PRIMARILY neurological event, usually LEADING to accompanying vascular inflammation

they say when you hear hoofbeats think horses, not zebras
but that only applies if you are in horse country, not out on the veldt where the zebras are

and from all I see-
