My not so humble opinion about dilation and constriction goes like this -
The dilation that is part of this cluster pain comes after constriction.

The blood vessels constrict and then seek to return to their natural state and dilate ( maybe over-dilate ).

So if one takes a vasodilator such as verapmail or maybe the stuff you are talking about when they are not having a cluster attack it could be preventative. No constriction and then no dilation.

Constrictors tend to work as abortives - already in the throes of a cluster ( dilation ) and the constriction stops it cold.
