From what I hear, surgery has a less than 100% success rate and and may have some undesired side effects. So, it should be considered only as a last resort.
It seems your doc believes CH is in your head (mind) and not your head (the cluster bone), at least you didn't mention any of preventatives of first choice, such as Verapamil, Lithium, Prednisone, etc., and not to forget Margi's water treatment.
Have a look at the links on the left of the board and search the archives what others do to suppress, or at least dampen, a cluster cycle.
