How to deal with wood burners?

Had a neighbor whose chimney was at the same level as the first floor of my home that burnt wood, garbage, and anything he could find that surrounded my home with black smoke, I showed him an article from consumers report where having a wood burning neighbor is equivalent to smoking 20 packs of cigarettes per day, he even burnt wood when it was 75 degrees F outside and if we had our windows opened, our whole house was loaded with black smoke, these triggered countless CH's in me, contact with him, and even offering him money to pay his natural gas bill did not work, he liked a fire, he finally died and the number of my CH's declined drastically, the health and fire department claimed to be helpless. I guess we now have another neighbor that is a wood burner, probably the reason for my recent attacks.

BTW, the best place I was ever at was 40 miles south of Astoria, OR on the Pacific Ocean, the air there was so fresh and clean, I felt like a huge weight was lifted off my body and my sinus passages opened wide and clean, tried to move out there, but things did not work out so far.
