It appears to me that the stone insert or even millions of tiny metal beads fused together is a diffuser, intended to be immersed into water. It breaks up the O2 stream into thousands if tiny bubbles to pick up some moisture.
But do not use tap water, as the calcium bicarbonate (chalk) dissolved will fall out and clog the diffuser, that's what probably happened to this thingy before. Use distillated or demineralized water, as sold for use in the steam iron or the car battery.
