This is exactly what I've been talking about. I have no idea if your suggestion is correct/possible/common or what. I do know that it is extremely important for us all to be as accurate as possible when describing our 'head problems'.

Here's an example, using your concepts:
A Cluster hits for X minutes/hours, then recedes and is replaced by a tension headache. As Doug said, this TH lasts hours, still in place when the NEXT CH hits.

Now, Imitrex might work on the two individual CH's, but won't do a thing for the TH. What drug might be safe to take for the TH, assuming the sufferer has already used Imitrex for CH-1 and plans to use it again on CH-2? I don't have a clue, but if I were said sufferer, I'd darn sure want my doc to know I was having 3 separate incidents which just happen to run back to back to back. Whatever he/she gives me for the TH better be safe to take with the Imitrex.
