"Dr." (?) Breslau just wanted some of the taxpayer's grant money. Could be there was a grant of $50,000 available to study depression/headaches. So all "Dr" Breslau needs is some "collegues" (should have been spelled Collies, his dog Scam and her pups Stinky and Sleazy) and a telephone. A few days making (local, no long distance charges) phone calls and the only expense is feeding the "collegues". Total cost- about $27.50. Profit= $46,972.50. Not to bad for a few days of irritating phone calls to people that are alredy hurting.
