Doctors have to keep records of *any* controlled substance that they prescribe. If a Federal audit shows that a doctor has prescribed too much, he could wind up in prison for dealing! Of course, controlled narcotics kill about one percent as many people nationwide as uncontrolled narcotics such as tobacco and alcohol do, so it's obvious what a tremendous problem pot, cocaine, and heroin are. It's clearly worth the millions upon millions of dollra that the U.S. spends every year on the control of "controlled" substances.
