There could be something to that way of thinking but the problem is that at sea level is where everybody wants to live, ie: San Fransisco, LA, New York, New Orleans or any where in Florida, and the air is so dirty there's not enough oxygen to go around. It won't be long before the rules say you can only breath on alternating days. If you birthday is on an odd number day then you can only breath on odd number days and vice-versa. If you were born on Leap Day you have a really big problem.
