Although written in an erudite manner replete with medical jargon, this excerpt is logically incomplete.

"Pain afferents (brings toward a body part) blah blah blah blah.... resulting in pain". Well, duh!

The real answer is that nobody really knows the exact mechanism by which some nerve impulses result in the perception of pain, yet other impulses in the same nerve result in other sensations.

At least, I have yet to discover a definitive explanation in my copious research of this area. I would be delighted to be proven wrong on this point, if anyone could direct me to an article explaining this mechanism.
