We used to call this the "wiggeldy legs." It can drive you crazy. I get this once in a while and don't know why - there does not seem to be a direct cause and effect in my case.
I have a good friend who retired from school teaching because of this. Apparently it is a symptom of something else *in her case.*
She had a private disability insurance policy and got her benefits because of the legs keeping her awake so much she was too exhausted to work!
Have you talked to a doctor about getting relief?
