I had the same problem last year with BC/BS of Maryland. Originally they would only allow me 9 pills of Amerge per month.
I was advised, by a local congressman, to go to the top banana of BC/BS, instead of going through the channels. I had my doctor fax the needed material, and after a short while they ok'ed 18 per month. (They're all HEART..huh!)
Stockpiling seems to be the only method here that would ensure that you always have the meds you need.
