Could you have your prescription filled even when you're not in the cycle--that is year round--and save them up for when you need them? The ins. co. isn't refusing to pay, I understand. Just doesn't want to pay for so many in a month. So spread them out through the year like migraine sufferers do. You're probably not using any more than the others, you just want them all at once.
