Michele, go ask information at the UK cluster headache site(headache links button on the left) Simon who runs it is very knowledgeable and helped me with info in the self same situation, some months ago.
Oxygen is not so very expensive. Only the valve is. The bottles are a bother but don't cost too much.
BTW Europe is not as bureaucratic as all that. If you are in a car you can just take your oxy bottles along. It may be a bother backpacking, that i'll admit.
I myself had problems with the ferry to the UK from the European mainland.
