I am "also" an EU national, living in Sweden, but come to Fla every year. I find that heat affects me very badly, and it's known to be bad for the nervous system, so I'm not surprised you mentioning the A/C.
I've also had a very bad spinal problem that was misdiagnosed for many years. Some of those can be relieved by taking a certain posture, so your sitting in front of the a/c makes me think of that, especially if you bend slightly over. Spinal stenosis, f.ex. improves typically when bending forward, because pressure is relieved that way. The only doctor you mention is the neurol., so just in case you have not seen an orthopaedic surgeon or some specialist in that direction, please do and check your spine thoroughly - I did see so many neuros. and they were unable to diagnose my spinal problem although brain AND spinal channel form our nervous system and they should be more concerned about it.
