I think the question was asked because a while ago a theory was put forth that only people from European heritage (Northern European, more specifically, I think) had CHs and since it was never able to be refuted until now we all probably harbored the thought as a potential reality. The more info you can give us on the Japanese with clusters would be helpful to counter this thought. Especially if 70-80% have migraines. That's a particularly high number and makes me wonder about the validity of that doctor.
