O2: prescription necessary???

All of this talk about the cost of O2 and the equipment available is all well and good, but don't you need a prescription??? My doctor wouldn't prescribe it for me, saying it's "too dangerous" (heck, I once saw a guy standing at the bus stop with an O2 tank, smoking a cigarette; HE didn't seem to have any trouble getting O2!)
So, how do I:
1. Get O2 without a prescription, or:
2. Convince my doctor to give me a prescription?
I've been using Imetrex (Injection, good. Pills, bad), but heck, oxygen just seems more, uh, "natural".
