I think most of us have had that problem with Insurance companies. My ins. co. would only allow 4 injections or 12 Maxalt tablets per month. Hardly enough medication to help when you get four of five(or more) headaches a day. Most insurance companies have a pharmacy review board or department. If your doctor wants you to have more medication, he will have to write a letter to this department at your ins. co. It is probably something he has done many times before and all he will need from you is a fax number or mailing address for this department. It will work out if you are persistent. I was able to have both of my abortives increased this way.

As for the Verap, it has never made me feel like a zombi, but did slow me down just a little for the first few days. It may not be something you should be taking if it zonks you to that degree.
It has, however, been a big part of the reduction of headaches and the severity of those that I did have. Do not take NO as an answer from your ins. co. They make a lot of money telling their customers no. Stay after them. Make some noise. The sqeeky wheel gets the meds.
