Verapamil usually comes in 80 mg per pill, so your BF would be on 320 mg / day. This would be a high dose if used for heart problems, but the therapeutic range for CH just starts here, many go up to 920 mg or more. So I would insist to up the dose.
A great many clusterhead get relieve from oxygen, it is worth a try.
Giving up coffee is good for migrainers, but clusterheads usually get more help than harm from it.
