Those that have been using drugs most of their lives wont change their ways by words of another. After all, they keep using even when their friends are dropping like flies. Preventing the youth from experimenting in the first place is the key. When they realize that newer drugs are being engineered to also induce permanent systemic inhibition of procreation as a side effect, they may think twice, if they ever want to have children... but then again, it's probably better if they don't.
