You should contact BC/BS and tell them that you are being denied medical treatment because they don't pay their bills. Also, remind them that your legal contract with them (they agree to pay your bills in exchange for your premiums) says that they will cover your medical bills with participating providers... and what are they going to do about that? And remind them that you need to see the Neuro now.
