My wife's computer has a dynamic IP#. It is different each time she logs on to the internet. The poll is watching IP numbers and if it recognizes a new IP it will allow the user to vote.
On my computer the number is static, it is always the same. The poll sees the number and knows the owner has already voted and shows the results only.
