Come to think of it, I get similar pain flashes myself, usually lasting just a few seconds to a minute or two.
Mine are usually over my right eye as well, occasionaly they happen at the top of my head, where my headaches usually start. They are nowhere near as painful as a full blown headache, but nasty just the same. I usually just close my eyes and sit back and take the pain.
I never really considered it a part of my regular headaches though. They don't seem to recur with any particular trigger, and they don't occur immediately before or after a regular headache.
