In Wisconsin you have to contact the public service utilities and file a written complaint. And wait, and wait sometimes it takes years to be resolved if ever. Meanwhile I found out in a different but similar situation that if you want your phone to stay connected you are forced to pay the bill and just wait and see if anything comes of your complaint. In my case there could be a class action lawsuit pending against a phone company. But it will be years before resolved if ever.
