no its not the cooling effect and rubing alcohol has no vinegar in it .cider vinegar is an old remedy used by our ancestors for various reasonsas in herb healing. it was used for years to bring down the temp. of small children.they would rub it on their bodies.any way there is something in it like the healing power ow garlic >>>>>>>> I hope this answer the question <<<<<<<<<
