There is no extra money. The budget surplus is doublespeak, it means we overspent less than we said we'd overspend. In 1998 our debt increased by One Hundred and Twenty Four Thousand Million Dollars! To put it in perspective, that is 340 Million Dollars further in debt each day, for 365 days including Sundays.
