Yes, that is a typical problem with those tiny bags.

One way to help this, but it sure can be difficult.........
Put a much larger bag on it.....like an 8QT plastic bag.  Just use tape and tape the damn thing on.  Then when he needs to use O2, and this is the hard part, he needs to turn it on and let the bag fill before he starts trying to use it.  Let the bag fill for a full 15 to 30 seconds, then, breathe very slowly and deeply.

BMonee has a great idea, but there are still flaws in it.  YES, it will give him a few good breaths of oxygen, but he will eventually still get ahead of the flow rate, and the bag will then collapse, again.

I don't fully know the set up, there in England.  Is the tank the type that has the regulator already attached to the tank?  If so, it would be difficult, I would think, to get a higher flow regulator.

Another idea, that I have seen, is to take TWO tanks, and then by means of a "T" connector, hook BOTH tanks to the mask, and then turn them on.  It may take some ingenuity to get it set up.  I would think that the "T" connector could be purchased at an aquarium supply store.  I am not a physicist or an engineer, but with the two 15LPM tanks, you would get a larger flow rate.  I don't know if it would be the doubling (30LPM) or not, but it would be higher than the 15LPM, that is for sure!

Give that a shot, and let us know how it works out!

CAUTION:  Do NOT smoke when using or around oxygen.  Oxygen can permeate your clothing or bedding.  Wait, before lighting cigarette or flame.

Keep fire extinguisher available, and charged.
